The same four words, at two scales
It would be easy to assume that the Foundation's school RISE programme and this system simply share a name. They do not. The school proposal expands RISE as Resilience and Inclusive Solutions for Emergencies; Cad Care RISE is the Accident & Emergency Management System — Assistance In Distress — that such a profile is read by.
That is the organising idea. Emergency resilience means one thing when the subject is a district hit by a flood, and another when the subject is a twelve-year-old who collapses in a school corridor. The obligation is the same in both cases — the people who arrive should already know what they need to know — and so is the infrastructure that discharges it.
EPIC — Effective Practice Incentive Community — is the other half. Where RISE answers the emergency, EPIC builds the longitudinal record that makes care better between emergencies, delivered as the Integrated & Interoperable Digital Health Profile (IIDHP).

Emergency Health Profile
Critical medical information — allergies, conditions, medications, blood type, emergency contacts — reachable in seconds by whoever arrives first. ABHA-linked, NFC and QR enabled. Described in the proposal as essential, and compliant with the ABHM School Health Care Programme.
Integrated & Interoperable Digital Health Profile
The lifetime record: medical history, current status, family history, growth and development monitoring, annual disease statistical report, personal health cloud access. Advised annually.
The platform beneath both
Nine systems and twenty-eight modules. The same data management, analytics, supply chain and accountability systems that run a disaster response run a school screening round.
The bridge was already in the proposal
The school health proposal does not stop at individual profiles. It sets out community health screening and a Hospital Information Management System, ICD-10 and FHIR compliant, enabled with a Data Analysis Dashboard for Disaster Aid Management, especially during epidemics and pandemics — together with robust supply chain management and medical healthcare support services.
In other words, the connection between school health and disaster aid management was stated in the Foundation's own document before this platform was described separately. A school is a population with a roster, a location and a screening cycle. That is precisely the shape of data a surveillance and response system needs.
The School Health Program Proposal and the BAEMS Joint Venture Proposal carry the same reference series — CCAF/IHIP/ABHM/GS/2023-24. They are one programme family, not adjacent initiatives.
