RISE Programme — Emergency Health Profile

Resilience and Inclusive Solutions for Emergencies, at the scale of one person. A document containing the medical information that matters when every second counts, reachable by whoever gets there first.

Purpose

What an Emergency Health Profile is for

An Emergency Health Profile contains the medical information about an individual that can be accessed quickly in a medical emergency. It is a tool for emergency responders, healthcare providers and family members who have to make informed decisions fast and without the person's history in front of them.

The proposal describes it as essential rather than optional, and as compliance with the ABHM School Health Care Programme — a government initiative. That framing matters: this is not a premium add-on to school life, it is the baseline the national programme expects.

  • It provides critical medical information. Allergies, medical conditions, medications, blood type and emergency contacts — the information that determines what a responder can safely do.
  • It can save lives. When responders have access to a person's medical information they can make informed decisions, which is decisive in a heart attack, a stroke or a severe allergic reaction.
  • It reduces the risk of medical error. Most obviously, administering a medication the person is allergic to.
  • It provides peace of mind. For a parent, knowing that if something happens, the people treating their child will not be guessing.

How the platform delivers it

Profile generation and identityBAEMS BM-02 Patient Record Management, ABHA-linked via ABDM Milestone M1 (CMP-01).
Emergency access by a responderBAEMS BM-03 Consent Management — emergency access paths that are recorded and reviewable, never silent.
Allergy and condition dataFHIR R4 AllergyIntolerance, Condition and MedicationRequest resources (BM-F).
Blood group and blood productsBBIMS integration (BM-BB) — the blood group on the card is the same record the blood bank works from.
4 Ds screening captureMOD-1.1 Data Gathering, with RBSK-aligned screening instruments (PRG-05).
Record integritySYS-07 Accountability — integrity hashes anchored to the ledger; the profile cannot be altered undetectably.
If the child is caught in a disasterThe same profile is what an air ambulance crew and receiving facility read (AA-01, BM-01). This is the point at which the two scales of RISE become one system.
