Cad Care RISE is expected to launch in 2028 with hospital, blood bank and ground ambulance linkage. Air ambulance capability is targeted for 2030 and depends on aviation partnerships, regulatory approval and funding that are not yet in place. Everything on this page describes intended design.
Why it is designed in from the start
Air ambulance capability is normally procured and coordinated separately from disaster management systems. The result is a familiar failure: the people who know a casualty needs air evacuation are working in one system, and the people who know whether an aircraft is available, serviceable and within range are working in another.
In the RISE design, aircraft will be tracked resources within the Resource Management System, air evacuation a request type in the Aid Request Portal, with a dedicated crew channel and demand modelled by predictive analytics. Designing it in from the start is what makes the 2030 capability an extension rather than a rebuild.
Disasters damage exactly the infrastructure ground response depends on. When roads are cut and airports closed, air capability stops being a premium option and becomes the only route to people who need clinical care within hours.
Six points of integration
Resource management
Aircraft availability, location, capacity and status — in use, on standby, in maintenance — tracked alongside every other platform resource.
Dispatch
A dedicated module determining when and where aircraft are needed from the analysed situational picture, and issuing dispatch requests to the appropriate assets.
Communication
A dedicated channel for air ambulance personnel to receive instructions, report status and reach other responders without leaving the platform.
Aid request portal
Air ambulance as a request type that triggers the dispatch process and notifies every relevant stakeholder in one action.
Predictive analytics
Anticipating aircraft demand from disaster type, population affected, terrain accessibility and reported injury severity, so assets are positioned before they are called.
Training and support
Specialised modules ensuring every stakeholder can interact with the air ambulance system effectively and safely.
What it takes to do this properly
This is a complex undertaking. It requires partnership with air ambulance service providers, and in most jurisdictions with government bodies and aviation regulators as well. It requires software systems built or adapted to aviation standards of safety, security and reliability.
We would rather state that plainly than present air integration as a feature toggle. Done properly it materially improves a platform's ability to manage disaster resources and save lives; done casually it creates risk in the part of the response with the least tolerance for it.
Where platform logic and aviation safety requirements conflict, aviation requirements win. The system advises; the commander decides.
