Where school screening meets the national programme
RBSK is India's child health screening and referral programme, covering the 4 Ds — defects at birth, deficiencies, diseases and developmental delays including disability. The 4 Ds screening in the RISE and EPIC programmes is the same instrument.
Cad Care Aid Foundation has separately specified an AI- and agent-enabled RBSK screening platform: 78 screens across ten modules, web and mobile, offline-first, with a bounded supervised agent layer. That specification and this platform share their architectural principles, and in several places share components outright.
| Shared principle | Where it appears |
|---|---|
| Offline-first — the field never depends on connectivity | RBSK mobile app; IIDAMS MOD-2.2 Offline Communication and field capture in MOD-1.1. |
| AI assists, humans decide — bounded, explainable, removable | RBSK agent layer; CMP-04 AI governance across RISE. |
| Privacy by design — built into the data model, not added after | RBSK security stack; SYS-06 Security and CMP-06 DPDP. |
| Aadhaar minimised or tokenised, never stored in the clear | RBSK child particulars; CMP-06 data minimisation. |
| Verifiable guardian consent before processing a child's data | RBSK consent capture; BAEMS BM-03 Consent Management. |
| Feed official systems rather than compete with them | RBSK MIS export; SYS-09 Integration and CMP-01 ABDM conformance. |
Clinicians request more than 100 million specialist referrals a year, and as many as half are never completed — communication gaps, insufficient information and misdirected referrals. A screening programme that detects well and refers into a void has not helped the child. Closing the referral loop is the measure that matters, and it is why referral tracking sits in the platform rather than in a spreadsheet.
