What this system is for
Disasters overwhelm supply. The determining factor is rarely total resource volume but visibility: knowing that an item exists, is serviceable, is not already promised elsewhere, and can physically reach the people who need it.
This is the system in which air ambulance assets live. Aircraft appear alongside vehicles, medical supplies, personnel and shelter capacity as tracked resources with location, capacity and status — in use, on standby, in maintenance.
Every allocation is written to the accountability layer, so the question 'who authorised sending that consignment there' has an answer that survives the response.
