Context

Within the system

Supply Chain Management is module 3.3 of Resource Management System, which tracks what exists, where it is, and what it is already committed to — including aircraft.

Disasters overwhelm supply. The determining factor is rarely total resource volume but visibility: knowing that an item exists, is serviceable, is not already promised elsewhere, and can physically reach the people who need it.
