Coordination failure in disasters is very often a communication failure — disparate systems, incompatible radios and no shared channel between agencies. This system provides one addressable communication fabric across government, NGO, clinical and aviation responders.
Designed on the assumption that connectivity will degrade. Messages queue locally, compress aggressively and reconcile on reconnection, with delivery state visible so no one mistakes an unsent message for a received one.
Air ambulance crews hold a dedicated channel within the same fabric, so aviation traffic is separable from general coordination without being siloed from it.
