Within the system
Offline Communication is module 2.2 of Communication System, which keeps every responder reachable, including when the network is the thing that broke.
Coordination failure in disasters is very often a communication failure — disparate systems, incompatible radios and no shared channel between agencies. This system provides one addressable communication fabric across government, NGO, clinical and aviation responders.
