What this system is for
Donors and the public increasingly expect to see where funds and resources went. This system records platform activity in a form that can be audited afterwards, with blockchain verification for the records where tamper-evidence matters most.
Not everything belongs on a ledger. The platform writes verification hashes and custody events to the blockchain layer while personal data stays in governed storage — the ledger proves integrity without becoming a permanent public record of a vulnerable person's circumstances.
This system is the direct point of continuity with BAEMS, which extends the same verification approach into emergency clinical care.

Where it sits in the chain
No system on the platform is self-contained. This one both consumes and produces — which is why interoperability is treated as a platform property rather than a feature of one component.
