Context
Within the system
API Development is module 9.1 of Integration System, which the platform earns its place by fitting into what agencies already run, not by demanding they abandon it.
No agency will replace its established systems in the middle of a crisis, and few will replace them at all. Interoperability is what makes adoption possible: the platform must exchange data cleanly with government databases, NGO management systems, clinical records and international coordination tools.
