Data Management System

Purpose

What this system is for

In the first hours of a disaster the constraint is rarely goodwill — it is knowing what is actually happening. The Data Management System is where field reports, sensor feeds, satellite imagery, government bulletins and public messages are gathered, reconciled and rendered into one picture.

It is the upstream system for everything else on the platform. Resource allocation, aid verification, predictive forecasting and air ambulance dispatch all draw on the reconciled dataset this system produces.

Data arrives dirty, duplicated and in conflicting formats. The system's real work is reconciliation: matching the same incident reported three ways, flagging contradictions for human review rather than silently picking a winner, and keeping provenance attached to every record so a decision can be traced to its evidence.

Where it sits in the chain

No system on the platform is self-contained. This one both consumes and produces — which is why interoperability is treated as a platform property rather than a feature of one component.
