The basis of the proposal
The BAEMS joint venture proposal is issued by Cad Care Aid Foundation under reference CCAF/IHIP/ABHM/GS/2023-24. It sets out a fifteen-section case covering problem and solution, objectives, product and services, implementation, technology, budget, evaluation, FHIR and blockchain resourcing, beneficiaries, SWOT, allocation, roadmap and the immediate proof-of-concept action plan.
The structure reflects what the work actually requires: clinical governance from practising emergency medicine, blockchain and FHIR engineering capability, regulatory expertise across ABHM and data protection law, and an operating institution willing to host a pilot.
