Background and timing

Why a platform of this kind is buildable now, and why the need for it has sharpened.

Context

Background

The increasing frequency and intensity of natural disasters driven by climate change has made the inadequacy of existing disaster aid management systems difficult to ignore. The COVID-19 pandemic exposed further gaps in the global response to wide-scale emergencies.

At the same time, technology has moved. AI, machine learning, data analytics and cloud infrastructure have transformed other sectors and can now be applied credibly to disaster management. The spread of internet access and mobile technology makes an inclusive, comprehensive platform practically deployable rather than theoretically attractive.

There is also a growing emphasis on accountability, transparency and effective resource use. And society is more interconnected than ever: a platform bringing stakeholders together across borders aligns with a real shift towards collaboration and shared responsibility.

Timing

Four reasons the timing holds

01

Increased frequency and intensity of disasters

Climate change has raised both the number and severity of events, creating pressing need for efficient aid management.

02

Technological advances

Today's technology allows more efficient data collection, communication and resource distribution than was previously possible, with AI and machine learning enabling predictive preparation.

03

Need for improved coordination

Growing recognition that coordination between stakeholders is the binding constraint, and that a centralised platform can provide the structure for it.

04

Demand for transparency

Donors and the public increasingly require accountability in the use of funds and resources — and a platform providing it can increase the resources available.
